Designed to enhance the lifestyle of life and work, attract financial institutions, high-tech research and development, corporate headquarters and various creative industries to create an innovative, sustainable base for the employment of 220,000 people in southern Malaysia.
Urban construction adopts a mixed-function development approach that aligns life and work in a compact, pedestrian-friendly, multi-purpose urban environment while placing a diverse array of public, cultural and recreational facilities in a lush, tropical landscape. It makes the forest city an ideal place for a new generation of Malaysians. With the establishment of a variety of public transport modes, forest cities are connected to the world.

The planning program is dedicated to building a peaceful symbiotic relationship in urban development and the natural environment. Flexible planning as a core principle incorporates all aspects of project design. Taking the impact of the rise of the tidal shoreline over the next 100 years on the landscape into account, 4% of the project area is delineated as a gently rising coastal reserve. In the planning process, the primary concern of the public is the potential impact of forest cities on local fisheries. The plan seeks to establish protected areas to protect endangered seagrass beds, including restrictions on fishing vessels, human access, and the possibility of continuously monitoring, researching and protecting this important landscape. Through the above measures, the local protected habitats will increase year by year, the local fishery development will be strengthened, and its position in the local economy will be maintained.
The design also creates a compact and walkable urban environment by creating an efficient transportation system. High-density and public-use functions are arranged around the transportation center to ensure that more than 80% of the development area can walk to public transportation within 10 minutes. This system with a multi-layer structure gives priority to pedestrian travel at design time. The infrastructure associated with vehicular traffic is located on the ground floor, while a continuous landscape creates a common space on the top floor of the infrastructure platform that facilitates access to the transportation site.
The landscape design reflects the economic and social value of the ecosystem. Seagrass reserves provide shelter for endangered species such as dugongs, sea turtles and seahorses; the nutrient-rich shallow waters are a valuable source of food for fry, shrimp, crab and molluscs and provide vital support for the survival of local fisheries. The Forest City project's emphasis on seagrass reserves and coastal mangroves has a more ambitious goal: to emphasize the public's ability to educate the public about regional fisheries, tourism and invaluable value in dealing with future climate change.
