With the referral of motion GR no. 2016/166 , the municipal council commissioned the city council to draw up a crediting directive to implement a cross-departmental smart city strategy for Zurich. Action areas and long-term goals are to be identified together with the required resources, and first pilot projects identified and coordinated.

The Smart City strategy aims to ensure cross-divisional thinking and action. In addition, the population and the economy should be involved in order to develop clear ideas about the benefits to be achieved. The strategy is intended to address the opportunities and challenges facing the City of Zurich in view of the digital development and to formulate short, medium and long-term goals and measures.
