Introduction

The electronic document is the fundamental element in the construction of the electronic report and the Administration without papers, since it supposes that all the information and documentation of a report is attached and generated, natively, in electronic form.The project eDocument describes the corporative of electronic documents of the Barcelona city council. It agglutinates the set of instruments, procedures and necessary rules to guarantee in an efficient way the production and preservation of the documents along all their life cycle.

Reason to Be Selected

The services that eDocument offers (Framework access, Authentic copy, Safe , and numbering of reports, Electronic Signature) are used by the common modules of eAdministration (Digital corporate signatures, eDecree, Safe Digitization (pending), Closing of reports (pending), eRegister) and for the applications of electronic reports themselves (eContract, eWorks, eInspections,...) and also for the formalities and municipal services portal.

Highlights:

The set of services and common modules of documental allow the generation, storage, access, preservation, and custody of all the electronic documents generated by the city council and also the ones brought by the citizenship and companies.The system guarantees the authenticity of the documents and safe custody, in a way that multiplicity of copies are not necessary, nor transport with the consequent saving in costs and time of the formality procedure (, storage, transport, time, etc).

Details

·It solves the problems derived from the use of paper with the consequent economic and environmental costs associated: complex access to the information, cost of and of the custody of the documents, little accessibility to the historical documents,..·The implantation of the electronic document and the projects associated (authentic copy, safe , electronic ...) they are one of the pillars of the transformation towards the eAdministration.·It allows to guarantee the preservation and the juridical validity of the electronic document along its useful life. If the document is born electronic it is necessary to preserve it electronically.
·It allows to make electronic copies of electronic documents with juridical validity. associates itself with the safe printing module, that guarantees that any municipal document given to the citizen by electronic means has not been altered. The service of safe generates an authentic copy of the original document in PDF format that has to be signed and identified univocally in the electronic headquarters from a reference code facilitated to the citizen. This makes possible the realization of determinate formalities in a completely electronic way and makes unnecessary the of documents in paper.


·Also It allows to make electronic copies of documents in paper, these copies have value of authentic copies if the authenticity is guaranteed. This process of digitization can be made in automated form with the corresponding electronic. This would allow the destruction of the paper if a process of safe digitization
has been made.
